ABP’s presence in South Wales consists of five ports, covering an area of 3,800 acres and contributing £1.4 billion to the UK economy. Heavy industry has a major influence on the cargoes handled at the South Wales Ports, but there is also an increasing range of other cargoes, including forest products, recyclables, agribulk products and bulk liquids.

The South Wales Ports are also involved in a significant number of renewable energy schemes and is now home to over 10MW of renewable energy projects.

The Role

Reporting to the Marine Operations Manager the purpose of the role is the management of ABP South Wales Pilotage Service and Deputy Harbour Master Functions.

You will be responsible to ensure that South Wales SHA (pilotage) complies with the requirements of the Port Marine Safety Code and promote continuous improvement whilst having overall responsibility for pilotage procedures and parameters.

You will be a key member of the SW Marine Management Team, deputising for the Harbour Master, taking an active part in a Marine Management cover rota.

 Accountabilities

  • Ensure compliance with all Pilot Statutory requirements. ABP marine policy, Harbour Master and Pilotage Directions and ABPs rules relating to Pilots and all respects of Pilotage.
  • Deliver a pilotage service across the SW ports (not including boarding and landing service) that are efficient, flexible and appropriate to our business and customer requirements.
  • Work closely with the LPS desk operator to ensure good working practices and efficient allocation of Pilots.
  • Line management of Pilots including the promotion of a team approach.
  • Manage the PEC process and the authorisation and revalidation of Authority Pilots.
  • Management of the recruitment, training, development and authorisation of the SW pilots. Ensuring they have sufficient knowledge to be able to operate independently on a day to day basis.
  • Assist with the management of budgetary performance of the pilotage service (other than boarding and landing service). 
  • Ensure close liaison with internal and external customers.
  • Maintain a comprehensive and up to date knowledge of navigation matters within the pilotage area and report changes to the Marine Manager.
  • To conduct all appropriate incident investigation to ensure compliance with the reporting requirements of the MAIB and MCA investigations.
  • To maintain a comprehensive knowledge of the PMSC and SHA marine safety management system as a whole and responsibility for Pilotage related procedures, plans, manuals and parameters.
  • To maintain a pilot working system to consider the principles of continuous improvement and business requirement.
  • Undertake pilotage and marine risk assessments and the development of appropriate standard operating procedures
  • Take an active part in a SW on call duty roster as Deputy Harbour Master
  • Maintain a high level of Pilotage knowledge   and assist with the training and assessment of others. incorporating compliance with relevant legislation, codes and safety management system procedures.
  • To maintain the MarNis system for all pilotage related incidents.
  • To support the marine management team in elements of event and special visit planning (Cruise and Royal Navy)
  • To manage the Portable Pilot Units and ABP issued Computer hardware.
  • To manage and maintain a good relationship with the SW Pilot WFA representatives and foster good communications in line with ABP values.
  • Ensure compliance with ABP policies and procedures including disciplinary and management.
  • To act as Harbour Master South Wales on an emergent and cover basis.

Skills and Experience

Essential:

  • Experience of Pilotage and the marine/ ports industry.
  • Excellent leadership skills.
  • Experience in managing resources preferably in a marine environment.
  • Thorough Knowledge of the Port Marine Safety Code and relevant marine, harbour, H&S and environment legislation (training can be provided for the right candidate)
  • The ability to balance stakeholder demands with regard to safety and commercial awareness.
  • Competent in IT systems and productivity software.
  • Have a flexible approach to service delivery and working hours, including a willingness to travel within the ABP SW region and further afield on ABP SW business.
  • Full UK driving Licence.

Ideal:

  • Marine qualification.
  • Active Pilotage experience.
  • Knowledge of Tugs and towage procedures.
